Serve an ACME HTTP-01 challenge for Let's Encrypt certificate issuance.
The GET endpoint looks up the requested token in the site's active challenge
set and returns its key authorization as plain text. Unknown tokens receive a
404 response. Challenge responses are not cached or indexed.
